The short answer

Hounslow’s fast track planning service accepts a proposed certificate of lawfulness for householder work that meets permitted development, such as a single-storey rear or side extension, a roof extension or an outbuilding. It confirms whether the application is valid within 2 working days and targets a decision in 2 to 3 weeks, against 8 to 13 on the standard route, for an additional service fee of £600. Our fee is £425 drawings + £150 survey (£575 total), no VAT to add; the council’s fees are separate.

How a Hounslow certificate runs

  1. Rights check

We check the Article 4 list and conservation areas for your address.

  2. Survey

We measure depths, heights and distances to the boundaries.

  3. Drawings to the rules

Each sheet states the limit it tests.

  4. Apply

We submit, through the fast track request first if you choose it.

The fast track, and what it asks of you

Hounslow lists a proposed certificate for a householder development as eligible, along with larger home extension prior approvals and householder applications that fit its design SPD. You send a fast track request form, receive acceptance and a service agreement within 3 working days, then apply on the Planning Portal with your fast track reference in the description.

The council guides the extra charge at £600, with priority validation, validity confirmed within 2 working days and a dedicated officer. Hounslow adopted its CIL charging schedule on 24 July 2015 and indexes it each year, on 100 square metres or more of new floor space, so a typical certificate project is outside it. For example, an Isleworth owner with a loft builder booked can pay for the quicker answer, while someone with no deadline can take the standard 8 to 13 weeks.

Article 4 directions and conservation areas

Hounslow has Article 4(2) directions for Bedford Park and Gunnersbury Park conservation areas, confirmed on 24 July 2001, and a borough-wide direction on small HMOs in force since 4 September 2023. A certificate cannot be granted for work whose permitted development right has been removed.

We check your address first, and move you to a householder application when that is what the house needs.

Questions about certificates in Hounslow

Is the fast track worth £600?

Only if time matters. It cuts the target from 8 to 13 weeks to 2 to 3, and the decision is on the same permitted development test.

What can use it?

Proposed certificates for householder work that meets permitted development, such as rear or side extensions, roof extensions and outbuildings.

Can I get a certificate in Bedford Park?

Not for work whose right the Article 4(2) direction removed. We read the direction against your plan first.

Do I still need building regulations?

Yes. A certificate covers planning law only.
