The short answer

Redbridge says you do not have to apply for a Lawful Development Certificate, but it gives peace of mind and a record for the house. It is a technical check against the permitted development criteria only, and neighbours are not told. Work without one is at your own risk. Redbridge sells a fast track for proposed certificates, with a decision in 10 working days. Our fee is £425 drawings + £150 survey (£575 total), no VAT to add; the council’s fee is separate.

  • A measured survey of the house, so the drawings show your property and not a template
  • Existing and proposed plans and elevations drawn to show each permitted development limit being met
  • A check of your address for a conservation area, listed status or an Article 4 direction before you apply
  • The “fast track” wording in the proposal description, if you want the 10 working day service
  • The application, forms and fee submitted for you, with answers to the officer

How a Redbridge certificate runs

  1. Rights check

We look at the conservation area map and the Article 4 list, including Aldersbrook and Lake House.

  2. Survey

We measure depths, heights and distances to the boundaries.

  3. Drawings to the rules

Each sheet states the limit it tests.

  4. Apply

We submit, and add the fast track request to the description if you choose it.

What Redbridge says about its certificates

Redbridge’s permitted development page says that if your work is permitted development you need not apply or tell the planning service. The council still offers the certificate: it looks at the proposal and says whether the plans are permitted development. The check is technical, against the criteria only, and the council does not write to neighbours.

Its fast-track service covers a proposed certificate for £155, with a written decision in a maximum of 10 working days from a valid application. The 10 days run from a valid application, so validation comes first. You must ask for it in the proposal description on the form, and pay by telephone, not online. For example, a Wanstead owner with a builder booked for six weeks’ time can ask for the fast track and know the answer first.

Conservation areas and Article 4 directions

The council warns that permitted development rights can be affected if the property is in a conservation area, is a listed building or has an Article 4 direction, and encourages a certificate application to check the proposed works in those cases. Redbridge has 16 conservation areas, and an immediate Article 4 direction of 28 October 2020 covers Aldersbrook and Lake House, removing the right to alter roofs, including rooflights.

A certificate cannot be granted for work whose right has been removed, so we check your address first, and move you to a householder application when that is what the house needs.

Questions about certificates in Redbridge

Do I need a certificate in Redbridge?

No. The council says it can be helpful for peace of mind and house records, and that work without one is at your own risk.

Can I get a quick decision?

Yes, for a proposed certificate there is a £155 fast track with a written decision in at most 10 working days.

Will my neighbours be told?

No. The council does not notify neighbours or other interested parties of a certificate application.

What if I am in Aldersbrook?

Roof alterations, including rooflights, lost their permitted development right under the 2020 direction, so a certificate would not cover them.
