The short answer

Hounslow’s householder checklist asks for existing and proposed roof plans and sections at 1:50 or 1:100, and a CIL information form. The place that changes a loft most is Chiswick: its Bedford Park and Gunnersbury Park directions say new dormers are acceptable only to the rear and in traditional designs. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add; the council’s fee is separate.

How a Hounslow loft job runs

  1. Address check

We check your road against Bedford Park, Gunnersbury Park and Hounslow’s other conservation areas before pricing the route.

  2. Survey

We measure the roof, the rear slope where a dormer would go, and the floors below, and note trees and flood-zone status.

  3. Draw to the list

Floor plans, elevations, sections and roof plans at 1:50 or 1:100, with finished floor levels on the sections.

  4. Submit and follow

We submit by the Planning Portal. If Hounslow writes to say the application is invalid, we answer inside the timeframe it gives.

Bedford Park and Gunnersbury Park: rear dormers only

Hounslow has two conservation-area Article 4(2) directions, for Bedford Park and for Gunnersbury Park, confirmed on 24 July 2001 and covering all the properties in the schedules. Where development fronts a highway or open space they require permission for extensions, new windows, porches, hardstandings, enclosures and painting, and for work to chimney stacks.

The council’s guidance is direct about roofs. For example, a Bedford Park house wanting a loft conversion is told that new dormers need permission and are acceptable only to the rear and in traditional designs where they already prevail. Rooflights also need permission, are usually more acceptable than dormers, and should be to the rear and of the flush conservation type. Removing an original chimney stack needs consent and will not usually be granted.

What Hounslow’s checklist adds

The householder checklist lists existing and proposed roof plans and sections at 1:50 or 1:100 among its drawings, with section levels showing existing site and finished floor levels. A design and access statement is needed if the site is in a conservation area and creates 100 square metres or more of floor space or a new dwelling, which most lofts do not.

The list also names a tree survey, a method statement where a protected or conservation-area tree is to be felled, and a Flood Risk Matrix where a basement or ground-floor extension sits in flood zone 2 or 3. When an application is invalid, Hounslow writes to the agent by email to say what is missing and by when.

Timing, HMOs and CIL in Hounslow

We cannot promise a decision date; the council sets it. Hounslow’s borough-wide small-HMO direction has been in force since 4 September 2023, which matters if the loft will add bedrooms to a let property.

Hounslow adopted its CIL charging schedule on 24 July 2015 and indexes the rates every year; the 2026 indexation value is 400. Mayoral CIL is charged on top where CIL is due. The council’s CIL form exists so it can establish whether a charge is due, and we complete it with the floor areas from the survey.

Questions about loft conversions in Hounslow

Can I add a front dormer in Chiswick?

Not in Bedford Park or Gunnersbury Park, where the council says dormers are acceptable only to the rear. Outside those two areas the conservation area or street may still apply limits, and we check.

Do rooflights need permission in Bedford Park?

Yes. The council says they need permission, are usually more acceptable than dormers and should be to the rear and of a flush conservation type.

Does Hounslow want a CIL form for a loft?

Its checklist asks for the CIL additional information form so it can establish whether a charge is due. We complete it.

Does the HMO direction change a loft plan?

Only if you will let the house as a small HMO. That change of use needs permission across most of the borough since September 2023.
