The short answer
Enfield’s Fast Track Decision Service covers lawful development certificates for Classes A, B, C, D and E: extensions, roof alterations, porches and outbuildings. It costs £210 plus VAT, £252 in total. You email the planning support team first and pay nothing until the council has checked eligibility within 5 working days. A decision follows within 15 working days of payment or validation, whichever is later, with no guarantee of the outcome. Our fee is £425 drawings + £150 survey (£575 total), no VAT to add; the council’s fees are separate.

How Enfield’s fast track works
The council asks for your name, contact details, site address and Planning Portal reference by email, and tells you not to pay yet. It assesses within 5 working days whether the application meets the requirements, then asks for payment. The service does not guarantee the outcome, and the council may refuse a request depending on resources and availability.
The £252 total sits on top of the national fee. For example, a Southgate owner whose roof contractor is booked for early December can ask for it once the application is on the portal, and know the answer in about three weeks.
Conservation areas and Article 4 directions
Enfield has 22 conservation areas, some with Article 4 directions that withdraw permitted development. The 2008 Article 4(2) direction for parts of Grange Park, Meadway and The Crescent withdraws the right to alter a roof slope facing a highway or open space, and an Article 4(1) direction for Enfield Town, in force from 8 January 2018, replaced earlier ones there.
A certificate cannot be granted for work whose right has been removed, so we check your address first and move you to a householder application when that is what the house needs. Enfield’s CIL was set in 2016 at £120 a square metre in most of the borough, £60 in Enfield Town and the south and £40 in the eastern corridor, on 100 square metres or more of new floor space, so a typical certificate project is outside it. Enfield’s validation requirements allow 21 days to supply missing information before an invalid application is withdrawn.
