The short answer
Haringey’s usual decision time is 8 weeks, but its fast-track service gives a proposed lawful development certificate a dedicated case officer and a decision within 5 working days, provided all the information is there on submission and the proposal is acceptable. It costs £744 with tax already added, on top of the statutory fee. It excludes existing certificates and proposed changes of use. Our fee is £425 drawings + £150 survey (£575 total), no VAT to add; the council’s fees are separate.

What the fast track needs
Haringey asks you to apply through the Planning Portal and pay the statutory fee, then click the request button, complete the online form, pay the fast-track fee, and include your Planning Portal reference. The five days run on the condition that everything is provided at submission, so a missing section or a plan without a scale means the clock cannot help you.
For example, a Muswell Hill owner with a dormer contractor booked can pay £744 for a decision in a week instead of eight, whereas one with no deadline can wait.
Conservation areas, Article 4 and validation
Haringey lists Article 4 directions in four conservation areas: Noel Park, Peabody Cottages, Rookfield Estate and Tower Gardens, and a borough HMO direction across most of the east removes the right to turn a house into a small HMO. A certificate cannot be granted for work whose right has been removed, so we check your address first.
Haringey’s CIL runs from £443.52 a square metre in the west to £276.16 in the centre and £60.24 in the east in 2026, on 100 square metres or more of new floor space, so a typical certificate project is outside it. Haringey’s validation list, revised on 29 August 2024, asks for a block plan at 1:500 or better showing the properties either side, and floor plans that show 5 metres beyond the boundary on each side.
