The short answer

Haringey’s validation list, in force since 29 August 2024, wants every plan to carry a scale bar, one dimension, a drawing number and a revision note, with existing and proposed shown on the same sheet so the council can compare them. Four conservation areas also have their own Article 4 directions. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add; the council’s fee is separate.

How a Haringey loft job runs

  1. Address check

We place your road against the conservation areas and the four directions, and against the HMO direction that covers much of the east.

  2. Survey

We measure the roof and the floors below, and the two neighbouring properties each side that Haringey wants shown on elevations.

  3. Draw to the list

Block plan at 1:500 or better, floor plans and elevations at 1:100 or 1:50, sections with levels, existing beside proposed.

  4. Submit and follow

We send the application with the site photographs and signed statement the list asks for, and answer the officer.

Noel Park, Rookfield Estate, Peabody Cottages and Tower Gardens

Haringey says four of its conservation areas have Article 4 directions of their own, and its list links the signed documents: Noel Park, Peabody Cottages, Rookfield Estate and Tower Gardens. The council describes them as removing permitted development rights for things like windows and doors, so the wording of the one for your estate is what decides your route.

For example, a Rookfield Estate house in Muswell Hill needs its direction read before anyone assumes a rooflight or new windows in the loft are allowed without an application. Streets in Crouch End or Highgate are in conservation areas without one of the four directions, but the general conservation-area limits on dormers still apply.

What Haringey’s list asks of the drawings

Haringey’s list sets out its drawing rules plainly. A block plan is at least 1:500 and shows the properties on either side and to the rear. Floor plans are at 1:100 or 1:50 and show the neighbouring property on the same floor or 5 metres beyond the boundary, whichever is less. Elevations show the two neighbours either side on the street frontage, and sections give finished floor and ground levels.

The list also asks for site photographs with a signed statement that they were taken within 21 days of the application. A heritage statement is not asked for on a householder application in a conservation area where the new floor space is under 100 square metres, which covers most lofts.

Timing and CIL in Haringey

Haringey publishes the list and says an application missing something can be treated as invalid, with an appeal route if the applicant disagrees. We check each item first so the application is validated on the first pass. A decision date is the council’s, and we cannot promise one.

Haringey’s CIL is charged by zone, and the 2026 rates are far higher in the west than the east. The council treats a development as CIL liable when it creates more than 100 square metres or an additional dwelling, so a typical loft sits outside it, but the form is part of the list.

Questions about loft conversions in Haringey

Is my Haringey street in one of the four Article 4 areas?

Noel Park, Peabody Cottages, Rookfield Estate and Tower Gardens are the four. Send the address and we tell you whether you are inside one before we quote.

Why does Haringey want existing and proposed on one sheet?

Its list says they must be set out on the same drawing so they can be compared. We draw them that way every time.

Do I need a heritage statement for a loft in a conservation area?

The list excludes householder applications in conservation areas where the floor space created is under 100 square metres. Most lofts fall under that, and we check yours.

Does the HMO direction affect a loft?

Only if the finished house will be let as a small HMO. If so, the east of the borough needs planning permission for that use.
