The short answer

Redbridge’s validation list asks for a roof plan and a fire statement on every application that changes a roof, and a householder can meet the fire item with a short Reasonable Exception Statement in a covering letter. In the Aldersbrook and Lake House Conservation Area the 2020 Article 4 direction withdraws the right to alter a roof, rooflights and re-roofing included. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add; the council’s fee is separate.

How a Redbridge loft job runs

  1. Address check

We look up your road against the list of Article 4 directions, in particular Aldersbrook and Lake House and the Bungalow Estate.

  2. Survey

We measure the roof, stair and floors below, and photograph the roof, the street and the neighbouring roofs.

  3. Draw to the list

Plans, roof plan, elevations and sections at stated scales, with existing and proposed elevations side by side where possible.

  4. Submit and follow

We submit with the fire statement, answer the case officer and redraw as needed until a decision.

Aldersbrook and Lake House: roofs and rooflights need permission

Redbridge made an immediate Article 4 direction for the Aldersbrook and Lake House Conservation Area on 28 October 2020. It withdraws, among other rights, the enlargement or alteration of a dwellinghouse, the replacement of windows and “any other alteration to the roof of a dwellinghouse”, expressly including rooflights and replacing roof coverings.

For example, an owner in that area who wants only two conservation rooflights in the back slope would still need an application. The council’s page lists further directions for the Bungalow Estate conservation area and for single sites, so we check the street before we quote.

What Redbridge’s April 2024 list asks for

The list shows a roof plan, sections and site levels for all applications except changes of use with no external work, and a fire statement for all applications that involve changes to roofs. For non-major schemes including householder ones, the fire item is either a Planning Fire Safety Strategy or a Reasonable Exception Statement, and householders only can give the statement as a covering letter.

Drawings are at 1:50, 1:100 or 1:200 with the scale stated on the plan, and the list asks for existing and proposed elevations next to each other where possible. A design and access statement is needed where a conservation area scheme creates 100 square metres or more. Biodiversity net gain does not apply to householder applications.

Timing and CIL in Redbridge

The statutory period for a householder application is eight weeks from the day it is valid, and Redbridge’s record on that measure is in the figures below.

Redbridge charges a flat £70 per square metre of CIL across the borough, which becomes £125.56 for permissions granted in 2026 after indexation. Mayoral CIL is added in band 2. Liability generally begins at 100 square metres of new floor space, so a typical loft is outside it.

Questions about loft conversions in Redbridge

Do I need a fire statement for a loft in Redbridge?

Yes, the list asks for one where a roof changes. A householder can give a Reasonable Exception Statement as a covering letter, and we write it for you.

Can I add rooflights in Aldersbrook without permission?

No. The 2020 direction removes the right to alter a roof there, expressly including installing rooflights and replacing roof coverings.

Do I need a roof plan?

Redbridge asks for one on every application that involves roof changes, so a loft always includes it.

Do I pay CIL on a loft in Redbridge?

Usually not. Liability generally begins at 100 square metres of new floor space, and a loft inside the existing roof is normally well under that.
