The short answer

Waltham Forest’s Residential Alterations and Retrofit SPD, adopted in June 2026, says an infill extension, the one that fills the space between an outrigger and the side boundary, must have a ridge lower than any first-floor sill and should not exceed 2.4 metres at the side boundary where the neighbour has not extended. A wraparound must not go more than 3 metres past the outrigger. Our fee is £515 drawings + £150 survey (£665 total), no VAT to add; the council’s fee is separate.

  4. Draw and submit

We prepare the pack and submit it, then answer the case officer.

Infill and wraparound in the new SPD

The SPD defines an infill as an extension that fills the space at the side of a property, for example between an outrigger and the side boundary. Two rules apply to it: the ridge height must be lower than the sill of any first-floor window, and the height at the side boundary should not exceed 2.4 metres if the immediate neighbour has no extension, measured from the adjoining ground. A lightwell or skylight must be included for ventilation, daylight and outlook; where it is the only light to a habitable room it should be at least 1.5 metres deep.

A wraparound extension wraps the side space and the back of the house. It must also keep the ridge below the first-floor sills and the boundary at 2.4 metres, must not extend more than 3 metres from the end wall of the outrigger, and should have a lightwell of 1.5 to 2 metres where it is the only source of light. For example, a Walthamstow terrace with a neighbour who has not extended needs a monopitch that falls to 2.4 metres at their wall.

Permitted development, conservation areas and the drain

Some side returns fit permitted development, being single storey, no higher than 4 metres and no wider than half the original house, and a certificate can prove it. Others need a householder application. Nine borough conservation areas, from Chingford Green to Walthamstow Village, have Article 4 directions on single dwelling houses, so we check your road.

Victorian side returns often hide a shared drain or manhole, which we locate on the survey and show on the plans, as the work needs building-control approval over or near it.

Validation and CIL

For validation, the 2025 householder checklist wants a scale bar of 5 metres on every drawing, paper no larger than A3, and a fire safety strategy or reasonable exception statement. The council writes within 10 working days about missing information and allows 21 days to put it right.

Waltham Forest CIL is £108.79 or £117.15 a square metre in 2026, on 100 square metres or more of new floor space, so a side return is outside it. Mayoral CIL is in band 2.

Questions about side returns in Waltham Forest

How high can the side return roof be?

At the boundary no more than 2.4 metres where the neighbour has not extended, and the ridge must stay below your first-floor window sills.

Can I take out the old outrigger wall?

That is an internal design choice that needs structural calculations and building control. The planning rules cover the outside form.

What lightwell do I need?

One at least 1.5 metres deep where it is the only daylight to a habitable room, and a skylight or lightwell in any case to bring daylight and ventilation in.

Do I pay CIL on a side return?

No. It is far under the 100 square metre threshold, and the extension creates no dwelling.
