The short answer

Enfield’s adopted policy DMD 11 says a first-floor rear extension must not cross a line taken at 30 degrees from the mid-point of the nearest original first-floor window of any adjacent property, and where appropriate must secure a common alignment of rear extensions. The ground floor below follows the single-storey tests. All distances run from the original dwelling. Our fee is £755 drawings + £150 survey (£905 total), no VAT to add; the council’s fee is separate.

How an Enfield double-storey extension runs

  1. Original dwelling

We establish the original house, since DMD 11 measures from it whatever neighbours have built.

  2. Survey

We measure both floors and the neighbours’ original first-floor windows.

  3. Design

You choose the layout, with the 30 degree line and the route written down.

  4. Draw and submit

We prepare the pack to Enfield’s list and submit it.

The 30 degree line

Clause 3 of DMD 11 sets two tests for first-floor extensions. They must not exceed a line taken at 30 degrees from the mid-point of the nearest original first-floor window to any adjacent property, and, where appropriate, must secure a common alignment of rear extensions. The single-storey tests are 3 or 4 metres and the 45 degree line, so the upper floor is held back more tightly than the floor beneath it.

A 30 degree line is shallower, so it cuts in sooner. For example, if a neighbour’s first-floor window sits 2.5 metres from the boundary, the line allows far less depth upstairs than the 45 degree line would allow downstairs.

Original dwelling, not neighbours, and the planning route

The justification text says where neighbours have extended, the criteria still apply from the original dwelling regardless of the depth of the adjoining extensions, and that a greater depth may be allowed only to secure a common alignment. Enfield’s adopted-plans page lists DMD 2014 as current. Permitted development allows more than one storey only up to 3 metres and not within 7 metres of the rear boundary, so most of these are householder applications.

Enfield has 22 conservation areas and several Article 4 directions, and Green Belt land needs a statement about openness, so we check your address first.

Validation and CIL

Enfield aims to validate a correct application within 5 working days, and an application not put right within 21 days of a missing-information email is withdrawn as invalid, with an administration fee kept. The list also asks for roof plans and sections where a roof changes.

Enfield CIL runs at £40, £60 or £120 a square metre by zone, set in 2016, on 100 square metres or more of new floor space, so most double-storey extensions on a house are outside it. Mayoral CIL is in band 2.

Questions about double-storey extensions in Enfield

What is the 30 degree rule?

From the mid-point of the neighbour’s nearest original first-floor window, a line at 30 degrees marks how far your upper floor can reach.

Does my neighbour’s upper extension help?

Not directly. The criteria run from the original dwelling, though a common alignment can justify a greater depth.

Can the ground floor go deeper than the floor above?

Yes. The ground floor follows the single-storey limits of 3 or 4 metres and the 45 degree line.

Do I pay CIL on a double-storey extension?

Not normally. It applies from 100 square metres of new floor space.
