The short answer

Barking and Dagenham has only four conservation areas, so most houses are outside them and can often use permitted development for a rear dormer, proved with a lawful development certificate. The July 2026 householder checklist asks for a roof plan naming the roofing material, and a design and access statement only where part of the house is in a conservation area. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add; the council’s fee is separate.

How a Barking and Dagenham loft job runs

  1. Address check

We check whether any part of the house or its curtilage falls in Abbey and Barking Town Centre, Abbey Road Riverside, Chadwell Heath Anti-aircraft Gun Site or Dagenham Village.

  2. Survey

We measure the roof, stair and floors below, and photograph the roof and the neighbouring windows.

  3. Draw to the checklist

Plans and elevations at an identified metric scale, named and numbered logically, with titles that describe their content.

  4. Submit and follow

We submit through the Planning Portal. The council is a paperless office, so hard copies are not accepted.

Four conservation areas, and how to tell if yours is one

The council says its conservation areas guide shows the location of four conservation areas in the borough, with maps of each: Abbey and Barking Town Centre, Abbey Road Riverside, Chadwell Heath Anti-aircraft Gun Site and Dagenham Village. In a conservation area a rear dormer is not permitted development and an application is needed.

For example, the Dagenham Village appraisal lists the loss of original timber windows and doors and the painting or rendering of brickwork as threats, and says the council would consider Article 4 directions for locally listed buildings. We could not read a list of confirmed Article 4 directions on the council’s own pages, so for any address near these four areas we check the council directly before pricing.

What the July 2026 householder checklist asks for

The checklist asks for a location plan at 1:1250 or 1:2500, a site plan at 1:100 or 1:200, and local-list drawings: elevations, floor plans and site sections at 1:50 or 1:100. Roof plans “should be provided for any roof that would be created or altered by the proposed development, showing the shape of the roof, its location, and specifying the roofing material to be used”.

A design and access statement is required only if any part of the dwelling house or its curtilage falls within a conservation area. CIL forms are needed with 100 square metres or more of new floor space. Barking and Dagenham asks for submission through the Planning Portal and does not accept cheques.

Timing and CIL in Barking and Dagenham

The borough decided every one of its 351 householder applications (prior approvals left out) inside eight weeks in the year to June 2026, which is all of them.

CIL has three residential zones. Barking Town Centre, Leftley and Faircross pay £109.80 per square metre for permissions granted in 2026, up from £70 in 2015, and the rest of the borough pays £15.69, up from £10. Barking Riverside sits between the two. Mayoral CIL is in band 3. A loft inside the existing roof is normally under the 100 square metre threshold.

Questions about loft conversions in Barking and Dagenham

Can I build a loft without planning permission in Barking and Dagenham?

Often yes, for a house outside the four conservation areas that is not listed and keeps its permitted development rights. We confirm by checking the address, and a lawful development certificate proves it.

Do I need a design and access statement?

Only if any part of the house or its curtilage is in a conservation area.

Does the roof plan need anything special?

It should show the shape of the roof, its location and specify the roofing material. We include it on every loft set.

Do I pay CIL on a loft here?

Normally not. The checklist asks for CIL forms from 100 square metres of new floor space.
