The short answer

A Barnet loft usually comes with three extras the national rules do not ask for: a roof plan, a bat roost assessment where the roof is partly removed, and a fire-safety reasonable-exception statement. We prepare them with the drawings. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add; Barnet’s application fee is separate.

How a Barnet loft job runs

  1. Address check

Ten of Barnet’s conservation areas have Article 4 directions. We place your house against them before drawing.

  2. Survey

We measure the roof, note the trees within 15 metres, and plan where the stair will arrive.

  3. Draw to Barnet’s list

Every sheet gets a drawing number, the site address and a scale bar of at least 5 or 10 metres, and the plans say nothing about “do not scale”.

  4. Submit and follow

We send the application, and a case officer is assigned after validation. We answer them for you.

Hampstead Garden Suburb and the other Barnet streets without a loft right

Barnet says ten of its conservation areas are covered by Article 4 directions, and the most familiar is Hampstead Garden Suburb. Its Area 1 direction withdraws the rights to enlarge or alter a dwelling (Class A) and to make any other alteration to the roof (Class C), as well as porches, outbuildings, hard surfaces, gates, fences, exterior painting and solar equipment.

For example, a rear dormer that is permitted development under Class B in a Mill Hill semi needs a householder application in the Suburb. Elsewhere in Barnet, small HMOs have needed permission since 29 May 2016, which matters if the loft will be let.

The extras on a Barnet loft application

Barnet’s householder checklist asks for a roof plan unless the roof does not change, and a section unless the elevations barely alter. Development that removes or partly demolishes a roof will require a bat roost assessment, which is common on a loft conversion because the roof is opened up. A tree survey is needed where a tree stands within 15 metres of the work, on your land, a neighbour’s or the street.

Barnet also wants a Community Infrastructure Levy additional information form and, for fire safety, a reasonable exception statement under the London Plan fire guidance. None of this is difficult, but missing any one of them can keep an application from being validated, which is why we assemble them together.

Timing and CIL in Barnet

After validation, Barnet assigns a case officer and consults the neighbours. Cases are decided either by officers under delegated powers or at committee, depending on complexity and interest. We cannot promise a date.

Barnet’s residential CIL is £300 a square metre for permissions granted from 1 April 2022, with Mayoral CIL on top. It bites at 100 square metres of new build or a new dwelling, so a loft conversion sits outside it, but Barnet still wants the information form so it can confirm that.

Questions about loft conversions in Barnet

Do I always need a bat survey for a Barnet loft?

Barnet’s checklist asks for a bat roost assessment where a roof is removed or partly demolished, which describes most dormer lofts. We tell you early whether yours is likely to need one, so you can book it with the survey.

Is my road in an Article 4 area?

Ten Barnet conservation areas carry directions. Send us the address and we check it against the council’s map before we quote the route.

Why does Barnet want a CIL form for a loft?

It is on the validation checklist for householder applications. We fill it in so the council can see no levy is due.

Can I draw a loft from my own photos?

Barnet needs a scaled, dimensioned set with a reference number on every sheet, so a measured survey is the sound starting point.
