The short answer

Merton Council’s local validation checklist, updated in June 2026, asks every householder for a Planning Fire Safety Strategy or a reasonable exception statement, which catches most loft conversions because a new storey changes the escape route. It also wants roof plans and a 45 degree line on the proposed drawings. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add; the council’s fee is separate.

How a Merton loft job runs

  1. Address check

We check your road against Merton’s conservation areas and the John Innes Article 4 directions in Merton Park and Wilton Crescent.

  2. Survey

We measure the roof and the stair, and note the nearest habitable-room windows next door that the 45 degree line is drawn from.

  3. Draw to the list

Floor plans, elevations, roof plans and sections, with the 45 degree line shown on the proposed drawings.

  4. Submit and follow

We submit with the fire statement and biodiversity statement, and answer the case officer.

The fire statement on a householder loft

Merton’s checklist says that householder and non-major developments must submit a Planning Fire Safety Strategy, or a Reasonable Exception Statement if London Plan policy D12(A) is not considered relevant.

The author must show suitable fire safety knowledge and qualifications. For example, a loft added over a Raynes Park semi with a single stair needs the statement to say how the new bedroom escapes, which is why the stair and landing below are surveyed as part of the loft.

John Innes and the rest of Merton’s conservation areas

Merton’s conservation areas list links Article 4 directions for John Innes (Merton Park): direction No 1 of 1986 and No 2 endorsed by the Secretary of State in February 1990, with two Article 4(2) directions in July 2007. The same pattern of 1986 and 1990 directions applies to John Innes Wilton Crescent. If your house is on one of those roads, we read the direction before the dormer is drawn.

Merton has also withdrawn permitted development rights for conversion of a home to a small HMO across the whole borough, in two stages: seven wards from 17 November 2022, then the remaining 13 wards from 24 March 2026. That matters if the loft will add bedrooms to a house you intend to let.

Timing and CIL in Merton

We cannot promise a decision date. We keep the application complete, with roof plans at 1:50 or 1:100 and the 45 degree line, so it is validated first time.

Merton’s CIL is split between two residential zones. The latest rate summary, for 2025, shows £359.92 a square metre in Colliers Wood, Raynes Park and Wimbledon and £188.14 in Mitcham, Morden and West Barnes, with Mayoral CIL on top. A typical loft is not large enough for it to bite, but the council may ask for the information form.

Questions about loft conversions in Merton

Why does Merton want a fire statement for a loft?

Its checklist requires a fire safety strategy or a reasonable exception statement from householders and other non-major applicants. We write it with the drawings.

What is the 45 degree line?

A line drawn on the proposed plans and elevations from the nearest habitable-room window next door to the development, which shows the effect on that room.

Is John Innes Merton Park different?

Yes. It has Article 4 directions from 1986, 1990 and 2007, so changes that are normally permitted can need an application.

Does the HMO direction affect me?

Only if you plan to let the house as an HMO. Merton now requires permission for that across the whole borough.
