The short answer

Hillingdon says proposals that involve alterations to roofs or lofts will often need to be accompanied by a bat survey, and its checklist adds a CIL form and, in a conservation area, a heritage statement. We flag the survey when we measure the roof so it does not hold up the application. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add; the council’s fee is separate.

How a Hillingdon loft job runs

  1. Address check

We check your road against the conservation areas in Ruislip, Eastcote, Northwood, Harefield and Uxbridge, and against Hillingdon’s rear-extension direction if you also want to extend.

  2. Survey

We measure the roof, note gaps under tiles and eaves where bats could roost, and plan the stair.

  3. Draw to the list

A red-line location plan at 1:1250 or 1:2500, a 1:500 block plan, and plans and elevations at 1:50 or 1:100.

  4. Submit and follow

We send the application with the CIL form and any heritage statement, and answer the case officer.

Bats and roofs in Hillingdon

Hillingdon’s ecological survey requirement is written plainly: proposals that involve the demolition of buildings or alterations to roofs or lofts will often need to be accompanied by a bat survey. A report is also asked for where work could affect protected species or habitats, notably near Local Wildlife Sites and green links or on overgrown land.

For example, a loft conversion on a Ruislip house backing onto woodland or a green link is more likely to be asked for one than a terrace in Hayes. The survey has a season, so asking early matters more than any drawing.

What else Hillingdon’s householder list asks

Hillingdon’s householder list requires a red-line location plan at 1:1250 or 1:2500, an existing and proposed block plan at 1:500, and existing and proposed floor plans and elevations at 1:50 or 1:100, with the ownership certificate and fee. The local items include the CIL additional information form, a heritage statement if the house is in a conservation area or is a listed or locally listed building, and a tree survey if you are felling a protected tree or one in a conservation area.

The borough has 31 conservation areas, from old village centres and planned estates to canal-side buildings. We check yours before we price the route. If you also want a deep rear extension, note that Hillingdon has had an Article 4 direction since 22 September 2014 withdrawing the right to build a single storey rear extension deeper than 4 metres.

Timing and CIL in Hillingdon

The council sets the decision date and we cannot promise one. We keep the application complete so the clock starts when it should.

Hillingdon’s CIL has applied since 1 August 2014. Its 2026 rate summary indexes the £95 residential rate to £160.43 a square metre, with Mayoral CIL on top. CIL is for new floor space of any real size, and the council’s form exists so it can confirm whether a charge is due, so we complete it with the surveyed areas.

Questions about loft conversions in Hillingdon

Will Hillingdon ask for a bat survey on my loft?

Its checklist says alterations to roofs or lofts will often need one. We note the roof’s condition and surroundings at the survey and tell you whether to book it.

Do I need a heritage statement?

Yes if the house is in a conservation area, or is listed or locally listed. We write it with the drawings.

Can I combine a loft with a long rear extension?

Hillingdon’s Article 4 direction means a single storey rear extension more than 4 metres deep needs an application, so we tell you which side of that line your plan falls.

Why does Hillingdon want a CIL form?

It lets the council establish whether your development is liable. We fill it in with the floor areas we measure.
