The short answer

Harrow’s validation checklist asks for a roof plan wherever a roof is created or altered, at 1:100 or 1:200 with a scale bar, and a preliminary protected species survey where a roof or loft space is altered. In a Harrow conservation area, the council’s guide says planning permission is needed for any roof alteration that enlarges the house. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add; the council’s fee is separate.

How a Harrow loft job runs

  1. Address check

We check your road against Harrow’s conservation areas and read any Article 4 direction that goes with them.

  2. Survey

We measure the roof, note chimneys, vegetation and outside lighting that bear on a bat survey, and plan the stair.

  3. Draw to the list

Floor plans and elevations, sections and a roof plan showing the roof’s shape, materials, chimneys and windows.

  4. Submit and follow

We submit on the Planning Portal. If Harrow finds something missing, you have 21 days to supply it, and we answer for you.

Harrow’s conservation areas and the roof

Harrow’s Conservation Areas Residential Planning Guidelines say that in a conservation area planning permission is required for an alteration or addition to the roof that enlarges a dwelling house, and that chimneys on a roof slope facing a highway also need it. Many of Harrow’s conservation areas also carry Article 4 directions, usually for the front of a property, though in some the whole property is covered.

For example, a Pinner or Harrow on the Hill house that would be a simple rear dormer in an ordinary street becomes a householder application, with the direction’s own wording on top. The council advises checking with its planning department whether a direction applies to your property, which is the first thing we do.

The bat survey and the roof plan

Harrow’s local list is specific about lofts. If there are to be alterations to a roof or loft space, a preliminary protected species survey must be undertaken before determination. It may not be needed where there is a lot of existing external lighting or no vegetation round the construction zone, and the council judges that case by case.

The same list asks for a roof plan wherever a roof would be created or altered, showing its shape, materials, chimneys and windows. It can be combined with the block plan where the roof is simple. Leaving either out is the easiest way to see a loft application returned.

Timing, invalid applications and CIL in Harrow

When Harrow finds an application invalid it tells you by email or letter and gives you 21 days to supply the information or challenge the request. After that the application is disposed of. The council also adopted its Harrow Local Plan 2021-2041 on 24 March 2026, so recent policy now applies.

Harrow’s CIL page lists residential development at £110 a square metre, with Mayoral CIL on top. The checklist’s test is development of 100 square metres or more, so a typical loft sits outside it, but we confirm the floor area from the survey.

Questions about loft conversions in Harrow

Do I need a bat survey for a Harrow loft?

Harrow’s list asks for a preliminary protected species survey where a roof or loft space is altered, unless there is heavy external lighting or no vegetation nearby. It is judged case by case, and we tell you early.

Is a rear dormer in a Harrow conservation area allowed without permission?

The council’s guide says a roof addition that enlarges the house needs planning permission in a conservation area, so assume an application is needed.

What does Harrow do with an invalid application?

It emails or writes to you and gives 21 days to supply the information or challenge the request. We prepare the full set so that rarely arises.

Does the new HMO direction affect my loft?

Only if you plan to let the house as a small HMO. Harrow has introduced an immediate Article 4 direction for that change of use.
