The short answer

Kingston upon Thames Council’s householder list has a rule you will not find in most boroughs: a roof extension counts as development above two storeys, so it needs a 25 degree elevation plan and statement, and a daylight report if the line is crossed. Every drawing must also print at A3 or smaller. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add; the council’s fee is separate.

How a Kingston loft job runs

  1. Address check

We check your road against Kingston’s 26 conservation areas and note neighbours’ windows next to the dormer.

  2. Survey

We measure the roof and the floors below, and photograph all sides plus the front and rear street scenes.

  3. Draw to the list

Plans in metric scale with a scale bar such as 1:100 on A3, key dimensions, no “not to scale” note, and one PDF per drawing.

  4. Submit and follow

We submit with the checklists. If Kingston marks it invalid, the council gives 10 working days to put it right.

The 25 degree rule on a roof extension

Kingston’s householder list asks for a 25 degree elevation plan and statement for extensions of two or more storeys or where the result is above two storeys in height, and it names a roof extension as an example. The drawing, at 1:50 or 1:100, identifies the neighbouring windows and the rooms they serve and shows the 25 degree line. If the proposal fails the rule of thumb, a daylight and sunlight report must follow.

For example, a rear dormer on a Surbiton terrace close to the neighbour’s upper window is the kind of loft where that drawing decides the application. We set it out before the dormer is sized, so the report is a choice we make early rather than a surprise at validation.

Kingston’s drawing rules

Drawings must print at A3 or smaller. The list says A2, A1 or A0 sheets are not accepted and the application will be invalid. Each plan needs a scale bar that refers to the paper size, key dimensions, and no disclaimer such as “not to scale”. Roof plans at 1:50, 1:100 or 1:200 are expected whenever the roof changes.

The list also asks for a biodiversity checklist on every householder application and time-stamped photographs taken within three months of the submission. A written reason is needed for anything left out, and “n/a” alone gets the checklist returned.

Timing, conservation areas and CIL in Kingston

If an application is invalid, Kingston gives 10 working days to make it valid, then charges an administration fee, and disposes of it after a further 10 days. Kingston has 26 conservation areas, and its three Article 4 directions cover a filter-bed site, commercial-to-residential change and two lodges, not houses, so a house loft is judged by conservation-area rules rather than a direction.

Kingston’s own CIL is zoned, from £76.92 to £323.07 a square metre in 2026, with Mayoral CIL on top. A loft rarely adds the floor area that makes it matter, and we complete any CIL form from the survey.

Questions about loft conversions in Kingston

What is the 25 degree plan Kingston asks for?

An elevation at 1:50 or 1:100 that shows neighbouring windows and the 25 degree line from them. If your extension crosses the line, a daylight and sunlight report is needed.

Why must my drawings be A3?

Kingston will not accept anything that prints larger than A3 and treats it as invalid. We build the sheets to A3 from the start.

Do I need a biodiversity checklist for a loft?

The list asks for one with every householder application. We complete it with the pack.

What if my application is invalid?

Kingston gives 10 working days to fix it, then adds an administration fee. We aim to avoid that by checking the list first.
