The short answer
Hammersmith and Fulham has 44 conservation areas covering about half the borough, and has restricted permitted development at many properties by Article 4 direction, especially in those areas. Its validation checklist asks every householder for a roof plan at 1:50 or 1:100, a design and access statement where a conservation area is affected, and a metric scale bar on each drawing. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add; the council’s fee is separate.

Article 4 by property, not by postcode
The council says it has restricted permitted development rights at many properties by making Article 4 directions, especially in conservation areas, and that where they apply planning permission is required for the restricted classes of work. Its list is organised by direction and area, so two houses in the same street can be treated differently.
For example, a house named in one of the directions could need an application for a roof or front-elevation change that a house just outside it could carry out under permitted development. We find the direction that names your house, read the classes it removes, and tell you the route before drawing.
What the validation checklist asks for
The checklist for householder, minor and full applications asks for a site location plan at 1:1250 or 1:2500, a block plan at 1:100 or 1:200, existing and proposed elevations, floor plans and roof plans at 1:50 or 1:100, and existing and proposed site sections with levels. The council’s application page adds that every drawing must carry a metric scale bar.
Its design and access statement question asks whether the proposal creates a dwelling or 100 square metres of floor space, or affects a listed building or conservation area. The copy of the checklist the council links is dated June 2017 in its file name, and we draw to it together with the current national requirements.
Timing and CIL in Hammersmith and Fulham
Hammersmith and Fulham decided 152 of 175 householder applications inside eight weeks in the year to June 2026, so most of the delay on a loft is usually a query about the drawings.
The council says CIL is charged on developments that add 100 square metres or more of floor space or create a new dwelling, and that a liability under £50 is treated as zero. A loft inside the existing roof is normally outside it. Mayoral CIL is in band 1.

Questions about loft conversions in Hammersmith and Fulham
How do I know if an Article 4 direction covers my house?
The council keeps a list of properties affected. Send us your address and we check it, then read the direction for the classes removed.
Do I need a roof plan?
Yes. The checklist lists existing and proposed roof plans at 1:50 or 1:100.
Do I need a design and access statement?
If the house is in a conservation area or is listed, the checklist asks for one, and so does a proposal of 100 square metres or more.
Do I pay CIL on a loft?
Normally not. It starts from 100 square metres of new floor space, and a loft inside the existing roof is usually well under that.
