The short answer

Havering has no borough-wide Article 4 direction for householder roof work. Its roof-related direction is in the Gidea Park Conservation Area, where certain permitted development rights are withdrawn from dwelling houses. Elsewhere your loft follows the usual route. Havering’s checklist can ask for an ecology survey where roosting species may be affected. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add; the council’s fee is separate.

How a Havering loft job runs

  1. Address check

We look up whether your house is inside Gidea Park or another conservation area, and whether a listing affects it.

  2. Survey

We measure the roof, stair and floors below, and look at the roof space and eaves for signs of roosting or nesting.

  3. Draw to checklist 001

Floor and roof plans, elevations and sections, each with a unique reference number, a scale bar and annotated materials.

  4. Submit and follow

We submit, deal with the validation team and the case officer, and redraw as needed until a decision.

Gidea Park: where the roof rights are withdrawn

Havering says it cancelled five earlier Article 4 directions on 31 December 2015 and made a new immediate direction withdrawing certain permitted development rights from dwelling houses in the Gidea Park Conservation Area, confirmed on 24 June 2016. The council’s page does not list the rights in its summary, so we read the direction itself against your address before we price.

For example, a house in Gidea Park should not be assumed to have the rear dormer right other Romford streets have. A planning application is then needed, and it is no longer free: the fee exemption for Article 4 applications ended on 17 January 2018.

What Havering’s checklist asks for

Havering publishes a separate checklist for each type of application, and Checklist 001 is the householder one. Where an extension is proposed it asks for floor and roof plans and elevations and sections drawn at a minimum of 1:50 or 1:100, each with an accurate scale bar and a unique reference number, with materials annotated and roof levels shown.

Its ecology item matters for roof work. A biodiversity survey and report is asked for where a proposal may affect protected species, including those that use buildings to roost and nest. A design and access statement is only needed for a conservation area site with more than 100 square metres of new floor space. Documents are validated by TerraQuest on the council’s behalf.

Timing and CIL in Havering

The council’s target for smaller applications such as house extensions is eight weeks from a valid application, so missing information is what costs time.

Havering’s residential CIL has two zones: £125 per square metre in Zone A (North) and £55 in Zone B (South) when adopted in 2019, which are £151.52 and £66.67 for permissions granted in 2026. A charge under £50 is treated as zero, and a typical loft is well below the 100 square metre mark where CIL generally begins.

Questions about loft conversions in Havering

Do I need a bat survey for a loft in Havering?

Not automatically. The checklist asks for an ecology survey where protected species, including roosting ones, may be affected. We note the risk early, so a survey is never a surprise.

Is Gidea Park different for lofts?

Yes. The council’s Article 4 direction there withdraws certain permitted development rights from dwelling houses, so we read it against your house before pricing.

How long does Havering take?

Its target for smaller applications is eight weeks from the day everything needed to validate has been received.

Do I pay CIL on a loft in Havering?

Usually not. CIL generally starts from 100 square metres of new floor area, and a charge under £50 is treated as zero.
