The short answer

Lewisham has street-by-street Article 4 directions, in Blackheath, Brockley, Telegraph Hill, Sydenham and elsewhere, and its page lists alterations to the roof of a house among the works they control where visible from public viewpoints. So a loft in a Lewisham conservation area can need an application even when the same loft would not elsewhere. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add; the council’s fee is separate.

How a Lewisham loft job runs

  1. Address check

We find your street in Lewisham’s list of Article 4 directions and read the one that applies, if any.

  2. Survey

We measure the roof, the chimneys and the front elevation, and photograph what is visible from the public highway.

  3. Draw to the list

Plans, roof plans, elevations, sections and street elevations, each with scale bars showing 1 metre and 10 metres.

  4. Submit and follow

We submit through the Planning Portal. If Lewisham finds the application invalid, you have 21 days before it is withdrawn.

Where Lewisham’s Article 4 directions touch the roof

Lewisham’s page lists directions for Blackheath (Belmont, Collins Street, 52 Lee Terrace and Quentin Road), Forest Hill, several Sydenham roads, and areas including Brockley, Hatcham, Telegraph Hill, Ladywell and Lee Manor. They apply only to houses in use as a single dwelling house, and external changes visible from public viewpoints need permission. The controlled works include alterations to the roof of a house.

For example, a Telegraph Hill terrace owner who assumes a rear dormer is permitted development should read the direction first. The council makes the point that this does not mean works cannot be carried out, only that they are no longer automatically permitted. Flats and commercial properties have no permitted development rights to remove.

What Lewisham’s householder checklist asks for

The July 2022 checklist requires a site location plan at 1:1250 or 1:2500 with a scale bar, a block plan at 1:500, floor plans including roof plans, elevations and sections at 1:50 or 1:100, and street elevations showing the proposal against the street. Every drawing must have a scale bar showing 1 metre and 10 metres and the direction of north.

A completed CIL form with accurate floorspace calculations is needed on all applications. If an application does not meet the list it is not made valid, and the applicant is told they have 21 days to supply the missing items before it is withdrawn.

Timing and CIL in Lewisham

We cannot promise a decision date, so we aim for a clean first submission that is validated at once.

Lewisham’s adopted CIL charging schedule took effect on 1 April 2015 and sets residential at £100 a square metre in zone 1 and £70 in zone 2, indexed since, with Mayoral CIL on top. The council has consulted on a new schedule, so we check the current rates when we quote.

Questions about loft conversions in Lewisham

Is my Lewisham street under an Article 4 direction?

The council lists them area by area, and some are only a few houses. Send us the address and we read the one that covers it.

Do flats get permitted development for a loft?

No. Lewisham’s page notes flats and commercial properties have no permitted development rights, so a loft above a flat is an application anyway.

Why does Lewisham want a street elevation?

Its checklist asks for street elevations showing the proposal in relation to the existing streetscene. We draw one with the set.

What if my application is declared invalid?

You have 21 days to provide the information before it is withdrawn. We check the list first to avoid that.
