The short answer

An Ealing loft is easy on paper and decided by the street. Some conservation areas, including Bedford Park, have lost roof rights through Article 4 directions. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add, covering the survey, the drawings and submission to Ealing Council; any council application fee is separate.

How an Ealing loft job runs

  1. Street check

We place your house against Ealing’s 30 conservation areas and the six with Article 4 directions that reach roofs, windows and doors.

  2. Survey

We measure the roof and the stair landing, and photograph the front, because the street scene matters in an Ealing conservation area.

  3. Choose the shape

Velux, rear dormer or hip-to-gable are drawn from the same survey with the volume each one uses.

  4. Submit

We send the application with the CIL form, and answer the case officer within the 28 days Ealing allows before it returns a file.

Which Ealing streets have lost roof rights?

Ealing has 30 conservation areas, and several carry directions that go beyond a typical London borough. Bedford Park’s direction removes the rights for roof additions and alterations, along with extensions, porches and outbuildings. In Churchfields, around Half Acre Road, the direction is about roof additions and alterations in particular.

For example, a rear dormer that comes under Class B in many Ealing streets needs planning permission in Bedford Park, where the street scene is part of what the council weighs. The garden estates at Brentham and Hanger Hill are controlled down to windows and doors. Your Ealing loft starts with this map, not with the drawings.

What Ealing asks you to send, and what it does not

Ealing publishes no local validation list. The national requirements apply, with a design and access statement where one is needed and the CIL form. That makes validation simpler than in many boroughs, but the council is strict about time: it aims to validate within 5 to 10 working days and, if information it asks for does not arrive within 28 days, it returns the application and charges £45.

The council’s Residential Extensions SPD 4 is still used as interim guidance, and it is the document a case officer will hold a dormer up against. We draw the stair, the dormer width and the set-back from the eaves with it open beside us.

Timing and CIL in Ealing

Ealing says most applications are decided within eight weeks. We cannot promise a date, but a clean pack is the surest way to stay inside that.

Ealing began charging its own CIL on 1 March 2026, at £300 a square metre in Central Ealing and half that rate in the rest of the borough, indexed each year. Regulation 42 exempts new-build floor area under 100 square metres where no dwelling is created, so a normal loft sits outside it. Mayoral CIL, in band 2, follows the same liability rule.

Questions about loft conversions in Ealing

My house is in Bedford Park. Can I still have a loft?

Often yes, but with planning permission, because the direction removes the permitted development right for roof alterations. We draw it as a householder application and design the dormer with the street scene in mind.

Why does Ealing return applications after 28 days?

It is the council’s process: if requested information is not supplied in 28 days the file is returned with a £45 charge. A complete pack at the outset avoids that.

Does Ealing’s new CIL affect a loft?

Not a normal one. CIL arises only at 100 square metres of new build or more, or where a dwelling is created.
