The short answer

Waltham Forest has Article 4 directions in nine conservation areas, so a Walthamstow Village or Leytonstone house may need an application where a neighbouring street would not. Its 2025 householder checklist asks for a fire strategy or a Reasonable Exception Statement, a heritage statement in conservation areas and plans that never say “do not scale”. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add; the council’s fee is separate.

How a Waltham Forest loft job runs

  1. Address check

We check your road against the council’s conservation areas and their Article 4 directions, from Chingford Green to Walthamstow Village.

  2. Survey

We measure the roof, stair and floors below, and photograph the neighbouring windows that the council wants shown on every plan.

  3. Draw to the checklist

Title, drawing number, paper size, scale at that size and a 5 metre scale bar, with the existing and proposed shown on one drawing where that helps.

  4. Submit and follow

We submit as PDF files under the council’s size limit and answer the case officer until a decision.

Nine conservation areas with Article 4 directions

Waltham Forest lists Article 4 directions in the Chingford Green, Forest School, Leytonstone, Orford Road, Ropers Field, Thornhill Road, Woodford Green, Browning Road and Walthamstow Village conservation areas, and says they apply to single dwelling houses. If you have a planning proposal in one of those areas you may need planning permission for work that would be permitted development elsewhere.

For example, a terraced house in the Orford Road Conservation Area should not be treated as a standard rear dormer job: the direction is read against the exact house before any roof drawing is started. The council also says flats and commercial properties have no permitted development rights anyway, so those always need permission.

What the 2025 householder checklist asks for

Every drawing carries a title and drawing number, the print size, the scale at that print size and a 5 metre scale bar with each metre marked, and the words “do not scale” must not appear. Paper plans must not be larger than A3, files should be PDFs of one page size and under 10MB, and neighbouring properties and windows must be shown on plans, elevations and sections.

For a householder application the checklist needs a Planning Fire Safety Strategy or a Reasonable Exception Statement, a heritage statement for all applications within or affecting conservation areas (this includes householders), a CIL additional information form, and sections that include the loft space and roof where levels or sloping ground are involved.

Timing and CIL in Waltham Forest

If something is missing, the council says it will write within 10 working days and the applicant then has 21 days to make the application valid before it is closed and the fee returned less an administration charge. Getting the format right first time is what saves weeks.

Waltham Forest’s CIL has two zones: £65 and £70 per square metre when it started on 15 May 2014, which become £108.79 and £117.15 for permissions granted in 2026. Liability generally begins at 100 square metres of new floor area, so a typical loft is outside it.

Questions about loft conversions in Waltham Forest

Do I need a heritage statement for a householder loft?

Only if you are within or affecting a conservation area, a listed building or a locally listed building. The checklist says this includes householder applications.

What happens if my application is invalid?

The council writes within 10 working days and you have 21 days to put it right, after which the application is closed.
