The short answer

Sutton’s local validation list, adopted on 24 August 2026, makes roof plans mandatory on a householder application, adds sections where the ceiling heights change in a loft conversion, and requires either a Fire Safety Strategy or a Reasonable Exception Statement. Its design SPD resists front dormers and wants rear ones set below the ridge. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add; the council’s fee is separate.

How a Sutton loft job runs

  1. Address check

We check the road against Sutton’s Article 4 directions and conservation areas, and the policies map for nature sites.

  2. Survey

We measure the roof, the stair and the rooms below, and photograph all sides plus the front and rear street scenes.

  3. Draw to the list

Floor plans, roof plans, elevations and sections, with a street scene where there is a new roof element.

  4. Submit and follow

We submit with the fire statement and CIL form. Sutton says validation takes three to five working days.

How Sutton’s design SPD treats dormers

Sutton’s Design of Residential Extensions SPD says roof extensions are very often the most difficult to add successfully, and that large flat-roofed box dormers can harm the dwelling and the street. It prefers rooflights set into the roof slope on the side or rear, resists dormers on front slopes where they are not characteristic of the area, and asks that dormers sit below the ridge and away from the hip.

For example, a Carshalton semi with a rear dormer needs a vertical emphasis in its windows, a face set back from the main elevation, a sill taken to the roof plane, narrow cheeks and a dormer that does not cover the whole slope. The SPD says one that fails those tests is unlikely to be granted.

What Sutton’s 2026 list adds to a loft

On a householder application the list makes floor plans, roof plans and sections mandatory, with sections required where there is a change in floor-to-ceiling heights, such as a loft conversion or dormer extension. It calls for time-stamped site photographs covering all sides and the neighbours, and the CIL form is mandatory too.

An ecological assessment, with a Preliminary Roost Assessment by a suitably qualified professional, is mandatory when converting loft space or altering a roof within a Site of Nature Conservation Interest or a green corridor. The fire safety requirement applies to every householder: submit a Fire Safety Strategy or a Reasonable Exception Statement.

Article 4, HMOs and CIL in Sutton

Sutton’s Article 4 page describes three directions in place. One of them withdraws the right to convert a house to a small HMO across the whole borough; it was made on 22 February 2024. That matters if the loft will add bedrooms to a let property.

CIL generally applies to proposals adding 100 square metres of new floor space or a new dwelling, and the charge is indexed each calendar year. A typical loft is under that mark, and we complete the form from the survey.

Questions about loft conversions in Sutton

Do I need a fire statement for a loft in Sutton?

Yes. The list asks every householder for either a Fire Safety Strategy or a Reasonable Exception Statement. We prepare the right one.

Will Sutton accept a front dormer?

Its SPD says front-slope dormers will be resisted where they are not characteristic of the area, and that rooflights are preferred at the side or rear.

When do I need a bat assessment?

Where the loft conversion or roof alteration is within a Site of Nature Conservation Interest or green corridor. We check the policies map for you.

Does the HMO direction affect a loft?

Only if the house will be let as an HMO. That change of use needs planning permission anywhere in the borough.
