The short answer

Newham has Article 4 directions in three conservation areas, Durham Road, Romford Road and Woodgrange Road, where work that is normally permitted development may need permission. Its December 2024 requirements ask for a roof plan wherever a roof is altered, reject drawings marked “do not scale”, and accept only PDFs. Our fee is £475 drawings + £150 survey (£625 total), no VAT to add; the council’s fee is separate.

How a Newham loft job runs

  1. Address check

We check whether your road is inside the Durham Road, Romford Road or Woodgrange Road conservation areas.

  2. Survey

We measure the roof, stair and floors below, and photograph the roof slopes and the adjoining houses.

  3. Draw to the requirements

PDF drawings with no “do not scale” note, a 1:100 roof plan, elevations showing windows, doors and materials, and the relationship to next door.

  4. Submit and follow

We submit through the Planning Portal, the route Newham expects, and follow the case until a decision.

Durham Road, Romford Road and Woodgrange Road

Newham says that if you live in a conservation area you may need planning permission before you can extend or alter your home in a way normally allowed under permitted development, because of Article 4 directions. It names three areas where they currently apply: Durham Road, Romford Road and Woodgrange Road. It also has a borough-wide direction on houses in multiple occupation.

For example, a house on Woodgrange Road should not be taken to have the rear dormer right that a house a few streets away has. We read the direction documents for the area against your address before pricing, and tell you whether you need an application or can use a lawful development certificate instead.

What Newham’s December 2024 requirements ask for

Newham wants all drawings as PDFs, not JPEG, TIFF, Word, Excel or CAD files, and any drawing annotated “do not scale” is not accepted. A location plan is at 1:1250 or 1:2500, a block plan at 1:100, 1:200 or 1:500, floor plans and elevations at 1:50 or 1:100, and roof plans at 1:100 “only where new roofs and or roof alterations are proposed”, which a loft always is.

For small householder schemes where floor levels do not change, sections may not be necessary, although a loft usually needs one to show the new head heights. The council’s fire statement requirement applies to major schemes and to buildings that need Planning Gateway One approval, not to a house loft. Any single attachment must be under 10MB.

Timing and CIL in Newham

Newham asks for applications through the Planning Portal. Email submissions are accepted only in exceptional circumstances and carry a £60 administration fee, so we use the portal.

Newham’s CIL has two zones: £80 and £40 per square metre for residential in 2014, which become £133.89 and £66.95 for permissions granted in 2026. Mayoral CIL is added in band 3. CIL generally applies from 100 square metres of new floor area, so a loft within the existing roof is normally outside it.

Questions about loft conversions in Newham

Which Newham conservation areas have Article 4 directions?

Durham Road, Romford Road and Woodgrange Road. If your home is in one of them, work that is normally permitted development may need permission.

Does Newham want a roof plan for a loft?

Yes. It asks for a roof plan at 1:100 wherever a roof is altered, and a loft always alters it.

Does a house loft need a fire statement in Newham?

The requirements list it for major schemes and Planning Gateway One buildings, not for a house loft. We still show the escape route on the plans.

Why must my drawings be PDF?

Newham does not accept JPEG, TIFF, Word, Excel or CAD files, and PDFs marked “do not scale” are refused. We supply scalable PDFs.
